The Georgian legislator Jason Spencer presented a short-lived piece of law on 15th November 2016. This new law would prevent for wearing head coverings or hoods in public. This specific bill will specially target Muslim women wearing head coverings such as scarf or hijab including entire face coverings such as niqab. This new law was named as House Bill 3 and it was made to avoid wearing of head coverings in public and during driving a vehicle, its violation will be considered a wrongdoing crime. So, a person will be considered guilty for wrongdoing when he/ she wear a mask, hood or any type of item covering any portion of the face to hide their identity.

This bill describe that any kind of coverings that hide the identity of wearer in a public way or public place or at any other’s private property without getting permission of the private property owner will be considered illegal. We were unable to contact with Spencer, but he informed to a reporter Aaron Diamant of WSB-TV Atlanta that this law was specially made to target Muslim community. It is important that Spencer quoted the Anti-Mask Act of State V. Miller. This law was made to prevent the Ku Klux Klan members from threatening or promote crimes against minority communities. Point to be noted that Spencer pulled the bill shortly after its submission. He said “this bill doesn’t target any specific community or group and my objective was to mention essential elements that can threat public safety”.
