On 28th September 2016, a congressional panel asked questions from the FBI Director James Comey regarding the latest investigation of FBI about the use of private server for e-mail by Hillary Clinton. The panel also raised questions on the topic of police killings of American citizens. The Associated Press reported that FBI Director informed the lawmakers that FBI is tracking database about deadly shootings of American civilians by police within two years. He indicated that some information indicated that how the police officers were killing American citizens in the line of duty and we are correcting a record keeping gap. A significant amount of shortage in the reliable federal database about police shootings has been the source of distress among researchers & journalists looking to estimate the issue.

The former editor of Reno News & Review and journalism instructor D. Brian Burghart presented deadly encounters in 2014. It was a database showing all encounters during pre-custody communications with the police. The database of Burghart published five months before an unarmed African-American teenager Mike Brown was killed by a Ferguson police officer. This incident was a chemical agent for the movement Black Lives Matter. Brown’s death pushed the issue of police killings of black Americans. The Washington Post also launched their own database and it provides information that how many people were shot and killed by police. The Pulitzer Prize was awarded to Washington Post for their remarkable reporting on this major issue.
